Could someone please tell me if there is any way to make the CloudStack Linstor plugin work if certificate-based authentication is enabled on the Linstor API?

Most probably not, because there is currently no way to tell the ApiClient which certificate to use.
Linstor 1.34.0 will have a api-token based authentication, that should work with updated clients.
