I downloaded drbd-utils-9.29.0.tar.gz.
To create the rpm, run
# ./configure
# make rpm.
However, the makefile says there is no rpm. Can’t create rpm anymore?
Or, is the method wrong?

I just joined the forum and saw your post. If you are still looking for an answer, you may want to have a look at elrepo’s package:
https://elrepo.org/linux/elrepo/el9/SRPMS/drbd9x-utils-9.29.0-1.el9.elrepo.src.rpm
and make necessary adjustments.
