[drbd-utils-9.29.0] building the DRBD userspace RPM packages

I downloaded drbd-utils-9.29.0.tar.gz.
To create the rpm, run
# ./configure
# make rpm.

However, the makefile says there is no rpm. Can’t create rpm anymore?
Or, is the method wrong?
Please let me know
